If your not doing anything else besides traveling and not acting / operating under the commercial codes, you do not have to be a licensed traveler, in your private not for hire non commercial motor vehicle.
But if, by your free will did one or both, you signed a contract to abide by those state laws and regulations and are then under full slavery and it's rules and punishments, if you break one of the States Laws.
Remember ATTORNEYS are licensed by the State to Practice Law. So share these videos with an attorney until you find one that agrees with the constitution...and have them explain it to you.
